Our business involves interaction between US and Japanese prime contractors and local companies. Our services include, but are not limited to, providing engineering services, project management, calibration of fuel systems, Recurring maintenance inspections (RMMR) of Fuel Facilities across Japan and in 2018 we established NOMES-USA in Guam to support the Asia Pacific Region , there we have a full staff of 16 Fully trained and certified Fuel Maintenance Technicians.
We also offer personnel for site investigation, MILCON contracting consultation, safety consulting, quality control site management, parts, installation, tools for US Bases projects.
we recently improved our IT services offered giving us the ability to provide multiple IT services.
In addition, we provide liaison services for local contractors working with the Government.
Currently, we are working on USMC Bases in Okinawa under a DLA/USACE contract to do recurring maintenance and repairs on USMC fuel facilities. We are also working on various projects with Prime contractors on Kadena Air Base and Misawa Air Base in support of the UNICOR Program, In association with EHS professionals with over 30 years experience we support any projects requiring Asbestos /LBP/ PFOS testing and remediation as well as provide certification courses on request.
N.O.M.E.S. Co. Ltd conducts construction, maintenance and site consulting. The company undertakes maintenance duties for fuel, electrical, mechanical and environmental and IT services on work provided by prime contractors, as well as acting as a liaison with local Japanese companies to meet their needs in logistics and engineering support.

A USMC veteran is a multilingual hands on individual that takes on projects without hesitation and is involved in every aspect of N.O.M.E.S projects. Formally site engineer for the F-15 engine test facility on KAB, as well as consultant to various companies involved in projects throughout Japan.
He started N.O.M.E.S after realizing that many Prime contractors came unprepared for the hurdles encountered when language, work styles and understanding of local customs caused delays and miscommunications with local companies.
Operations Manager / Project Engineer
Has a B.S. in Mechatronics Engineering from Federal University of São João Del-Rei – Brazil and California State University, Northridge – USA. Carvalho has extensive and vast experience in project management and maintenance of electrical / mechanical equipment. His knowledge in both, electrical and mechanical engineering, provides outstanding technical advantage on identifying and finding the most efficient solutions for the projects.

Pedro Gil Arpon
21 years of combined construction and engineering experience including Fuel Storage Tank Installation, Fuel Piping, Building Design, Quality Control System, Project systems, Testing / Commissioning, HVAC TAB , Safety Trained Supervisor and Site construction supervision. Proven success in technical evaluation of process, infrastructure projects, mechanical systems and managing quality to ensure optimum performance. I have served as QC Manager, Construction Manager, and Mechanical Engineer with military projects in Afghanistan and Japan and private industries in UAE and Philippines. I monitored construction progress and project schedules to ensure efficient and safe procedures on the site. Managed subcontractors and inspected for applicable building codes, proper construction methods, and Quality Control systems. I am also proficient in using USACE QCS, RMS system, AFCEC Project portal and Bluebeam.

Excellent team leader commanding project teams, coordinating sites, and administering full project lifecycle management. Proactive professional analyzing potential project impacts, organizing schedules and change orders, and handling conflict resolution. Technical abilities in CADEWA Real Expert, Tfas CAD Well, AutoCAD R Expertise.
A US Navy veteran with experience in engine test systems, calibration and data acquisitions systems, he holds a Bachelor’s degree in aeronautical science and is OSHA 30/ USACE Competent person and Fall protection certified.
He manages a staff of fully certified SSHO/Osha 30 personnel and is head of the NOMES self-performance team that deploys to Diego Garcia for the recurring maintenance and minor repair contract in support of USACE.
Ronald Andrew Cromer
A USMC veteran with a B.S. in Biology from Indiana University. He has field experience with plant and animal sampling, species identification, invasive species control, as well as soil and water testing.
